ZERO ACCEPTANCE NUMBER (C=0) SAMPLING PLANS

Abstract

The c=0 plans were originally developed by the author as an alternate to Mil-STD- 105 and its revisions.

However, since the inception of the c=0 plans, they have also found widespread use in the commercial industries, and stand on their own.

The main emphasis was to eliminate the "AQL" concept as imbedded in the Mil Std, and put the emphasis on consumer protection, which actually lowered inspection costs and improved quality.

In 1984, the department of defense approved the use of the c=0 plans. However, upon the discontinuance of MIL-STD-105E, the c=0 plans were recommended for use in their place.

The following was received in a Document from the Defense Contract Management Agency (DCMA) in December, 2000.

"Zero Acceptance Number Sampling Plans fourth edition by Nicholas L. Squeglia. This book gives a number of zero-based sampling plans and their corresponding Operating Characteristic (OC) curves. It is the state of the art in zero based sampling plans"

The session will discuss the background and application of the c=0 plans as well as provide an understanding of the associated operating characteristic curves.

The recent one page supplement to the 1994 edition will also be discussed.

Bio

Nick Squeglia has degrees in Industrial Engineering and Management. He is a registered Professional Engineer, and is a Certified Six Sigma Black Belt, Certified Quality Engineer, and Certified Quality Auditor by the American Society for Quality.

He is the author of the book "Zero Acceptance Number (c=0) sampling plans" published by the American Society for Quality (ASQ).

He has taught for the New Haven Section of the American Society for Quality on and off for the past 30 years (most recently on six sigma), and also serves as an instructor for the North East Quality Council where his most recent seminars were on SPC (2 days) and APQP/FMEA's (one day).

He served as Director of Quality for a full service first tier automotive suppler to some thirteen automotive assembly plants in the US, Canada and England. He served as Quality manager for a Prime military contractor (Mil-Q-9858A) and as General Supervisor/Quality for 10 years on gas turbine aircraft engines and re-entry vehicles.

Outside of manufacturing, he was Director of Quality for the New York City Transportation Administration /Department of Highways for several years.

He currently is providing AS9100 consulting, ISO 9001:2000 consulting, gauge Repeatability and Reproducibility training, and auditing services to clients, and serving as instructor for the NHSASQ and the NEQC.
