Procedures for Quality & Productivity

Procedures are an integral part of a successful quality- or environmental- management system. Despite their long history and wide-spread use, there still exists in many organizations much difficulty in developing, documenting, and implementing effective procedures.

In this presentation, learnings and best practices gathered from extensive personal experience will be shared on how to create and deploy procedures which promote quality and productivity through documented agreements among the involved parties.

Subject Outline:

The following concepts will be reviewed:

            -Role and fit of procedures in a process-based management system,
            -Considerations for when (and when not) to document procedures,
            -Organization-wide versus departmental procedures,
            -The "Contract"-concept,
            -The purpose (objective) of a procedure and related key metrics (KPI's),
            -Use of multi-functional teams, and their compositions,
            -Use of process-flowcharts and "RACI's",
            -"As-is" versus "To-Be" state documentation, and continual improvement,
            -Documentation: formats and other document control considerations,
            -Interrelationships with policies, other procedures, and work-instructions,
            -Generation of records, and their use in assessing effectiveness,
            -Sign-offs,
            -Implementation, training, and auditing (PDCA).

Actual examples of such procedures and their impacts will be presented for illustration and examination. These sample (revised and new) procedures are products of a project to streamline the management system documentation: fill recognized "gaps" (customer-concerns, audits, integrations) yet at the same time rationalize the total number of procedures.

Presenter:

Charles J. Marsman is the Quality Manager for the Metalorganics business of Rohm and Haas Electronic Materials LLC, a supplier of high-purity chemicals used in production of e.g. LED's, lasers, and transistors.

He holds a BS in Chemical Engineering from Purdue; and MEChE and MBA degrees from Tulane University.

He is an ASQ Certified Quality Manager, CQE, and CQA; and a Registered Professional Engineer.

Before joining Rohm and Haas Company in 2002, Chuck held various positions in Engineering-, Manufacturing, and Quality-Management with Monsanto Company, at several locations and in international assignments.
